Mark Dugan, 54, of Russells Point, was charged with felonious assault and resisting arrest related to an incident Thursday.
Officers of the Russells Point Police Department were dispatched about 5:30 p.m. to the park area of 400 Lincoln Blvd. apartment complex in reference to an assault.
When officers arrived, they located the victim, Bill Yates, sitting at a picnic table in the park.
Yates stated he was walking over to 600 Lincoln Blvd. side of the apartment complex to get a pop for his friend. That’s when he said the defendant, Dugan, confronted him, stating a few words and then allegedly punching Yates in the face.
The force of the punch reportedly caused Yates to fall to the ground. Yates said when he went to get up, he realized his right foot was in a lot of pain and couldn’t put any pressure on it, so he had to crawl back to the picnic area to have someone call for help.
He believed his foot was broken.
Yates was transported by Indian Lake EMS to Mary Rutan Hospital.
When officers made contact with Dugan, he refused to cooperate and had to be physically taken into use custody.
He was arrested and transported to the Logan County Jail.
Officers of the Washington Township Police Department also assisted at the scene.
