The Kids Learning Place preschool classroom at Riverside Schools has earned the highest ‘Five-Star” Step Up To Quality Award for the Head Start-funded program operated by the Council on Rural Services.
Step Up To Quality is a five–star quality rating and improvement system administered by the Ohio Department of Education and the Ohio Department of Job and Family Services.

SUTQ recognizes and promotes learning and development programs that meet quality program standards that exceed licensing health and safety regulations. The program standards are based on national research identifying standards which lead to improved outcomes for children.
All Early Childhood Education and Preschool Special Education programs funded by the ODE are mandated to participate in Step Up To Quality and are required to achieve a rating of 3, 4, or 5 to maintain state funding.
Also in Logan County, the Kids Learning Place Head Start classroom at the Discovery Center in Bellefontaine has earned a “Four-Star” Step Up To Quality Rating. Other Head Start preschool sites at Benjamin Logan Elementary and Indian Lake Elementary just began this school year, and for that reason, will have to wait a year to apply for their rating, CORS officials explained.
