Timothy M. Martin, 59, of 436 Woodside Place, was charged Saturday with operating a vehicle under the influence of alcohol and/or drugs and was cited for not using a safety belt.
Around 8:45 p.m., officers of the Bellefontaine Police Department were notified of a hit-skip crash in the parking lot of Mary Rutan Hospital, 205 Palmer Ave. Witnesses provided a license plate and vehicle description.
The motorist was spotted on Main Street and an officer tried to stop him in the 800 block of south Main. He continued on at about 30 mph, ignoring the cruiser’s lights and sirens.
One of the witnesses followed and pulled ahead of the suspect. The witness began to slow until the suspect pulled into a lot in the 1200 block.
Upon contact with the motorist, the officer detected a strong odor of alcohol and reported the suspect’s speech was slurred and his eyes were glassy.
He was confused and had trouble following the officer’s instructions to exit the car.
The officer reports the motorist lost his balance trying to exit the car and walk around the door to the front of the vehicle. He fell backwards into his car.
He admitted he was drunk and refused to take sobriety tests.
Department records show the suspect has three previous OVI-related arrests.
Details of the crash were not included in the arrest report.
• Dan A. Noffsinger, 44, of 115 N. Stanley St., was charged Saturday with operating a vehicle under the influence of alcohol and/or drugs and cited for failing to signal for a turn at Lincoln Avenue and Main Street around 11:40 p.m.
An officer stopped the motorist and noticed an odor of alcohol while talking with the driver. He also reports the motorist had problems understanding the officer’s instructions and explanations for the stop.
He became argumentative midway through field sobriety tests, the results of which up to that point indicated he was under the influence.
Officers took him into custody. One officer stayed with the pickup truck until a sober driver could arrive to take the three passengers home.
