James L. Kauffman, 56, of 411 E. Newell St., Apt. A, West Liberty, was charged with operating a vehicle under the influence of alcohol and/or drugs and having an open container of alcohol in a motor vehicle after a 3:20 p.m. traffic stop Sunday.
He was cited for marked lanes and a stop sign violation.
Officers of the Bellefontaine Police Department observed him swerving while southbound on Detroit Street near Carter Avenue and initiated a stop on Lake Avenue just after his vehicle nearly struck a concrete embankment.
Field sobriety tests indicated he was impaired, but he refused to submit to a breathalyzer test.
Officers report he has four prior OVI with one in the past six years.
Five open and empty containers of beer were found in the cab of the pickup truck.
He was lodged in the Logan County Jail.
