Robert L. Castle, 54, of 515 Walker St., was charged Monday by officers of the Bellefontaine Police Department with cruelty to animals.
He had tightly wrapped a chain around the neck of his Jack Russell terrier and tethered it outside. Officers observed wounds around the dog’s neck.
He was lodged in jail.
