Phyllis J. Swingley, 78, of 4716 S. Township Road 32, West Liberty, was charged Tuesday with cruelty to animals.
An Officers of the Bellefontaine Police Department was dispatched to Kroger, 2129 S. Main St., around 3:30 p.m. after a patron found a dog locked in a car. Just the driver’s window was cracked an inch, police report.
Fortunately, the doors were unlocked and an officer removed the panting dog. In addition to suffering from heat, the dog had visible wounds and bald spots.
The dog was placed in a cruiser with air conditioning. The officer then waited for 45 minutes for Swingley to return.
