Serena R. Fogle, 20, at large, was charged Tuesday with theft and possession of drug abuse instruments.
Around 5:10 p.m., officers met with city resident Natasha Y. Fissel at Community Markets, 309 N. Main St., who told them Fogle stole her son’s cellular phone while he was working on a pickup truck outside Fissel’s 117 W. Brown Ave. residence.
Fogle was found inside the store two bags full of clothing and other items. She admitting taking the cellular phone, hoping to use it to call her grandmother in West Mansfield. She had returned the phone though.
Officers observed signs she was possibly under the influence of drugs and asked to search her belongings. She consented and a cigarette pack containing four uncapped hypodermic syringes was found in one of the bags. An officer was nearly stuck by one of the needles.
