William J. Jarman, 21, of 216 Evergreen Drive, was charged Monday with public intoxication and possession of cocaine.
Around 8:50 p.m., officers of the Bellefontaine Police Department were called to 1000 Garfield Ave., Lot 80, to a domestic dispute.
He was outside on the ground and nearly fell over when he stood. Officers detected an odor of alcohol coming from him.
Witnesses said he became belligerent and would not leave nor accept a ride home.
He was arrested and a small plastic bag with cocaine was found in his wallet.
He was taken to the Logan County Jail and placed in a restraint charge after his actions toward jail staff.
