Businesses and residences in the 100 block of south Detroit Street in West Liberty will be responsible for paying for replacement curbs and gutters along sidewalks on the west side of the roadway.
Village council in a regular meeting Monday discussed the curb and gutter replacement project extends from the Ice Cream Parlor, 100 S. Detroit St., to Solomon’s Garage, 122 S. Detroit St.
At least one other business and residence is within the planned project area. Multiple storm drains need replaced, in addition to the failing sidewalk curbs and gutters, council members said.
Cost to tear out the existing curb and gutter drains is about $15 per linear foot, and cost to install new materials could be between $45 and $50 per linear foot.
Some discussion ensued as to whether the village would pay for the cost to remove existing curb and gutter. No action on the project was taken, and council still has not formally approved plans for the project.
Still, council indicated during the meeting its intention to complete the work during April, ideally before the “busy season” downtown, especially near the ice cream shop.
Speaking on behalf of the street committee, councilman Mike Hostetler said for the first time, property owners within the project area would have the option of making three annual payments to pay for the replacements curbs and gutters, otherwise the cost is assessed to the property taxes.
Council approved Bill Detrick as the new full-time street superintendent. He replaces Phil Holycross who retired effective Feb. 1.
