Emily S. Inskeep, 39, of 546 S. Madriver St., was charged Saturday with operating a vehicle while under the influence of alcohol and/or drugs. She also was issued traffic citations for not using a safety belt, an improper turn, a marked lanes violation and a stop sign violation.
An officer of the Bellefontaine Police Department on patrol at 2:10 a.m. observed a sport utility vehicle southbound on Main Street turn eastbound on Auburn Avenue. The operator turned extremely early, according to the officer, nearly striking the curb at the northeast corner of the intersection.
Inskeep then drove straddling the center dotted line before traveling into the right lane. At Madriver, she activated her turn signal late and nearly hit a curb while turning southbound. At Spring Avenue, Inskeep stopped beyond the painted stop bar on the pavement. A traffic stop was initiated and the motorist pulled into her drive.
The officer reports he detected an odor of alcohol while talking with Inskeep inside the SUV. He also observed she was wearing a wristband issued to Beer Vault patrons. She reportedly fumbled with her wallet while looking for her driver’s license before handing the officer a debit card as her license.
She refused to participate in field sobriety testing or provide a breathalyzer sample or urine sample.
She was taken into custody and transported to the police department. Upon exiting the cruiser, she reportedly stumbled to the left and then into a doorway while entering the holding area.
After filling out refusal forms, she was released to her mother. The officers reports she stumbled twice more and bumped into a wall on her way to the lobby.
• Jabarr L. Swift, 34, of Mount Vernon, was lodged Sunday on a felony charge of theft and charged with OVI and possession of marijuana. He also was issued citations for driving under suspension, no operator’s license and driving on the wrong side of the street and for violations of stop sign, marked lanes and turn signal laws.
An officer on patrol observed a westbound SUV on Chillicothe Avenue between Main and Detroit streets. The operator turned the lights on as he passed the officer’s cruiser. He traveled across the solid white parking stall lines and stopped past the painted stop bar on the pavement.
Swift continued westbound traveling over the double-yellow centerline and failed to stop at Plumvalley Street before turning south. Once on Plumvalley, Swift drove in the left hand lane.
The officer conducted a traffic stop and approached the SUV. Standing at the passenger window, the officer detected an odor of marijuana. Swift handed over a dispensary container with marijuana but it label was faded and he did not possess a medical marijuana card.
A records check revealed he was wanted on a Knox County warrant for theft. He also admitted to smoking marijuana late Saturday.
Based on field sobriety tests and the officer’s observations, Swift was charged with OVI.
He submitted a urine sample for laboratory testing.
He was lodged in the Logan County Jail.
