Joseph Collins, 35, of Bellefontaine, was charged with operating a vehicle under the influence of alcohol and/or drugs during a 3:15 p.m. traffic stop Monday.
Officers on patrol in the area of State Route 235 and State Route 274 observed a vehicle speeding in a school zone. The driver also failed to display a front license plate and had a fictitious registration.
During the traffic stop, Collins initially failed to roll down his window and provide his personal information. He was asked to exit the vehicle.
While speaking with Collins, signs of intoxication were observed. He reportedly refused to submit to field sobriety tests. Open containers of beer were located in his vehicle.
The defendant was subsequently placed under arrest and transported to the Logan County Jail, where he refused to take a breath test. He also was cited for speed, driving under suspension, fictitious registration, failure to display a front license plate and open container in a motor vehicle. He was released to a sober driver.
