Reps met 3 times in 18 months
The joint-sewer board serving the Quincy-DeGraff wastewater treatment plant failed again Monday to convene for a scheduled monthly meeting, marking the 15th time in the last 18 months the board has not reached quorum.
Monday, village of Quincy Mayor Brian Carpenter, who is supposed to be chairing the board for 2019; along with councilman Bruce Stotler, who represents Quincy on the sewer board; and plant operator Mike Weber were the only people to show up for what should have been a regular meeting.
The same thing happened in January.
In fact, the board has met just three times since the fall of 2017, records show. The joint sewer board met Oct. 2, 2017, and twice last year on Sept. 10 and Nov. 5.
Regular, monthly bills at the plant are being paid, and required testing and record-keeping for the Ohio Environmental Protection Agency is being maintained, Weber emphasized Monday.
However, the absence of regular monthly meetings have made it impossible to do any intermediateor long-term planning for plant improvements or upgrades.
“The plant dates back to around 2004, and we’re starting to get to that magic age where stuff starts to break down,” Carpenter said. “We want representatives from DeGraff here to work with us so we can keep this plant maintained and in good working condition.”
