An officer of the Bellefontaine Police Department was patrolling westbound on Sandusky Avenue and observed Ferraro turn a car from Madriver Street onto eastbound Sandusky while the light was red for traffic on Madriver. The intersection is marked as no turn on red.
The officer turned to follow, initiating a stop at Fountaine Place and Brown Avenue. Ferraro was given multiple opportunities to identify himself and refused, so officers arrested him.
