Margaret Frazier was appointed during a regular meeting Tuesday to a seat on the Huntsville Village Council.
Mrs. Frazier fills the seat vacated by Ben Frey, who recently moved out of the village.
Prior to the council meeting, the Rev. Bryan Meadows of the Huntsville United Methodist Church, 6611 Fruit St., attended a public hearing on vacating an alley that passes behind the church.
Because no one showed up to object to the request, Robin Jenkins moved to suspend the three-reading rule and declare an emergency, with council passing the vacation ordinance unanimously.
In relation, council also acted to allow an encroachment easement. The church can now move forward with plans to expand.
