New tax levy proposal discussed
The leader of the Mental Health Drug and Alcohol Services Board of Logan and Champaign Counties for the past 13 years is stepping down and an in-house search is beginning to find a replacement.
Executive Director David Higgins, who came to the board in December 2004 following the sudden death of the former director, attended his final board meeting Tuesday evening — a meeting at which he also introduced the idea of asking voters to approve a second operating levy.
“What a godsend you were in a dark time,” board president Grant Varian said of Higgins’ retirement. “When we lost our executive director very abruptly and very tragically, we were fortunate we found you — or you found us — and led us through that difficult time.”
