Randy Aydelott, 29, of Bellefontaine, was charged with operating a vehicle under the influence of alcohol and/or drugs and persistent disorderly conduct related to an incident Tuesday evening.
Officers of the Russells Point Police Department observed his vehicle speeding in the village and also driving over a sidewalk. A traffic stop was initiated about 8:50 p.m.
Officers noticed the driver displayed signs of impairment and asked him to perform field sobriety tests. He performed only one test and refused the rest.
He was placed under arrest and seated in the cruiser. The defendant reportedly moved his handcuffed hands in front of him while seated in the cruiser, so officers handcuffed his hands behind his back again and his feet were hobbled. However, he again moved his handcuffed hands to the front while being transported to the Logan County Jail.
Once at the jail, Aydelott refused a breathalyzer test. He also was cited for driving under suspension.
His vehicle was towed from the scene and impounded at the Russells Point Police impound area.
