Joshua L. Prosser, 36, of 5083 County Road 63, Quincy, was charged with operating a vehicle under the influence of alcohol and/or drugs as a result of a crash about 8:20 p.m. Sunday.
Deputies of the Logan County Sheriff’s Office report Prosser was operating a southbound car on State Route 235 in Quincy when he crossed the center line into the opposite direction of travel and attempted to make a left turn onto Miami Street prior to the intersection.
The car struck a guardrail and then continued to attempt to make the turn while still in contact with the guardrail.
Quincy EMS also responded to the scene, but Prosser did not report any injuries. He was wearing his seat belt. Damage was heavy to the car, which was towed from the scene.
A witness to the crash told deputies that the defendant had left the scene on foot. Deputies were able to follow footprints in the snow and also spoke with other area residents. Prosser was soon located near Quincy United Methodist Church, 111 South Street.
Deputies observed that the defendant was unsteady on his feet and an odor of alcoholic beverage coming from his person. He also was covered in mud and was missing his right shoe, deputies said.
He was placed under arrest, and Prosser refused to take a chemical breath test. At the Logan County Jail, the defendant exited the patrol car and reportedly fell backwards, hitting his head on the door of the cruiser.
He also was charged with obstructing official business, and was cited for failure to control, failure to stop after an accident and driving under non-compliance suspension.
• Lori A. Plikerd, 56, of 904 N. Main St., Apt. 3, Bellefontaine, was charged with OVI during a traffic stop about 11:45 p.m. Saturday in Huntsville.
Deputies on patrol in the village in the area of Lima Street and Neal Street observed that her vehicle did not have a functional license plate light. Marked lanes violations also were observed with the vehicle in the area of U.S. Route 33 and Township Road 221 and the stop was initiated.
Deputies observed she displayed signs of intoxication and Plikerd admitted to consuming several beers. She consented to field sobriety tests. At the jail, she consent to a urine test, with test results pending.
She also was cited for marked lanes, a seat belt violation and a license plate light.
• Max J. Muhlenkamp, 22, of Coldwater, was issued summonses for an open container in a motor vehicle and possession of marijuana paraphernalia after deputies stopped to check on his vehicle at 5:35 p.m. Saturday along U.S. Route 33 at State Route 292.
Deputies report Muhlenkamp’s vehicle was pulled over on the shoulder of U.S. 33 with its hazard lights activated. While speaking with the driver, deputies observed a slight odor of alcoholic beverage and noticed an open container of alcohol in the vehicle.
Muhlenkamp passed field sobriety tests.
During a search of his vehicle, deputies also recovered a container with suspected marijuana residue and a glass “dab” pen with burn marks.
• Parker T. Howenstein, 23, of Dublin, Ohio, was issued a summons for an open container in a motor vehicle and was cited for speed during a traffic stop about 9:40 p.m. Saturday.
Deputies report a speed violation was observed in the area of State Route 117 and County Road 96. Signs of intoxication were observed, but Howenstein passed field sobriety tests, deputies said.
He was issued the summons and citation and was released.
