Glenn R. Goble, 28, at large, was charged Monday with theft, possession of drug abuse instruments and possession of drug paraphernalia.
At 8:20 p.m. Monday, officers responded to Lowe’s Home Improvement Warehouse, 2168 S. Main St., after witnesses reported he concealed merchandise in his pants and walked out.
He was located in a restaurant north of the store. A check of trash bins at the business located a $200 laser level, a hypodermic syringe and a pipe for smoking crack cocaine.
A witness told officers the suspect had the bag in his hand at one point inside the restaurant.
He was lodged in jail.
Resident reports pet purchase scam
Blake Burt, 218 S. Park St., reported Monday he believes his family was victimized by a scam. His mother and sister responded to an online advertisement with a local radio station’s website and he paid $280 for two dogs on their behalf.
The dogs have not arrived and the alleged sellers want more money for shipping.
Two charged in theft from car
Jordon A. Snyder, 23, of Marysville, was charged Monday with theft and criminal trespass while Emily Hollon, 22, of Kenton, was charged with complicity to theft.
He entered a sport utility vehicle at Waffle House, 1133 N. Main St., around 8 a.m. and stole $6 in change. Ms. Hollon was observed driving a car slowly with the passenger door open so the male suspect could get in.
Officers learned he was a nephew of an employee and she gave them contact information. Officers talked with the suspect and he admitted his actions.
Both suspects cooperated with police and were issued summonses when they turned themselves in.

• Tyler L. Oakley, 21, of 390 Park Ave., Lakeview, was charged Monday with theft and was arrested on a probation violation. An Adult Parole Authority officer found the suspect with 11 cellular phone protectors valued at $147.
He admitted to stealing the protectors from Wal-Mart, 2281 S. Main St.
He was lodged in jail.
• Amber N. Barker, 29, of 417 Garfield Ave., was arrested Monday for a parole violation issued by Franklin County.
Drivers charged with OVI
Dalton J. Burchett, 25, of Bellefontaine, was charged Tuesday with operating a vehicle under the influence of alcohol and/or drugs and possession of marijuana. He was cited for driving with one headlight and no rear plate illumination.
Officers stopped him around 12:35 a.m. on Plumvalley Street near Water Avenue. Officers detected an odor of alcohol and conducted field sobriety tests which indicated he was impaired by alcohol. His breathalyzer samples were 0.13.
A small bag with marijuana was recovered from the suspect’s clothing.
• Heidi S. Rhoades, 38, of 1512 S. Main St., was charged Saturday with operating a vehicle under the influence of alcohol and/or drugs and was cited for impeding traffic, a traffic control violation and having an open container of alcohol in a motor vehicle after an 11:32 p.m. traffic stop at Washington Avenue and Ludlow Road.
She pulled past the painted stop bar on the pavement, put her car in park, exited the car and walked to the passenger side of a pickup truck between her vehicle and a police cruiser.
Officers detected an odor of alcohol while talking with her in the street.
Field sobriety tests indicated she was impaired and her breathalyzer samples were 0.105 and 0.093.
• Jeffrey A. Fox, 45, of 340 Wren Ave., was charged Sunday with operating a vehicle under the influence of alcohol and/or drugs and was cited for speeding, failure to drive in the marked lanes of the road and a turn signal violation.
At 3:05 a.m., he was observed traveling southbound at 44 mph in a 35 mph zone in the 800 block of south Main Street. He drove across the center line as he approached an officer in a northbound cruiser.
The officer turned his vehicle southbound and initiated a stop in the 1100 block of south Main.
He failed to signal a left turn as he drove into a parking lot.
Detecting an odor of alcohol while talking with the motorist, the officer began field sobriety tests. The tests indicated the motorist was impaired and his breathalyzer samples were 0.123 and 0.117.
Man damages apartment door
Cory A. Rank, 26, at large, was charged Tuesday with criminal damaging after he damaged a door at 816 Heritage Court, Apt. 4, around 3:20 p.m.
He claimed he was trying to locate his daughter and her mother, and Caleb Brant slammed the door in his face.
Officers noted significant damage to the door.
