Kevin J. Lycans, 26, of St. Paris, was charged with operating a vehicle under the influence of alcohol and/or drugs relating to a traffic incident early Saturday, Dec. 3, in the village of Quincy.
Deputies of then Logan County Sheriff’s Office responded about 2 a.m. to the area of Carlisle Street near Mill Street at the railroad tracks in reference to an unresponsive driver.
Upon arrival, deputies observed a pickup just south of the railroad tracks and a male driver who appeared to be sleeping inside the locked vehicle. Deputies said the vehicle was still in drive and was only being held still by the man’s foot on the brake pedal.
Deputies were unable to wake the man and were concerned for his safety, so they broke a rear vehicle window.
Then deputies were able to wake up the driver, Lycans. He also was evaluated by EMS personnel on the scene and was medically cleared.
When questioned, Lycans stated to deputies he had consumed alcoholic beverages that evening and also said he was “extremely tired.”
He reportedly refused to submit to field sobriety tests and was placed under arrest. At the Logan County Jail, the defendant refused to submit to a breath or urine test. He was transported to Mary Rutan Hospital for a blood draw to check his blood alcohol level.
Deputies note he also has prior OVI convictions in 2017 and 2019.
Woman charged with assault
Tisha K. Dunn, 45, of Springfield, was charged with assault related to an incident Friday, Dec. 2, at Cranberry Resort, 9667 State Route 368, Huntsville.
Deputies responded about 11 p.m. to the establishment on a report of a woman attempting to fight staff and patrons. While en route, deputies learned that the woman had left the premises in a sport utility vehicle.
At Cranberry Resort, deputies were advised by employees that a woman had been asked to leave the bar. The defendant then reportedly grabbed a female staff member by the hair and also kicked her in the knee. Deputies observed the staff member had redness and dried blood on her neck area.
Deputies located Dunn’s vehicle in the 8600 block of S.R. 368 and initiated a traffic stop. She told deputies the incident became physical after staff members had asked her to leave the premises. She was placed under arrest and transported to the jail.
