Steven Ritchie, 32, of Belle Center, was charged with operating a vehicle under the influence of alcohol and/or drugs during a traffic stop about 9:30 p.m. Wednesday.
Officers of the Washington Township Police Department on patrol in the area of U.S. Route 33 west of Russells Point spotted a vehicle traveling all over the roadway. Officers observed the odor of alcoholic beverage coming from the vehicle. Ritchie was asked to exit the vehicle. Officers noticed that Ritchie was passing out while speaking with them. He failed field sobriety tests and was placed under arrest. Once at the Logan County Jail, Ritchie submitted to a breath test, with a result of 0.143 blood alcohol content. He was booked into the jail on a charge. Ritchie has a prior OVI conviction in 2015.
