Penny L. Rosebrook, 39, of 1460 Township Road 56, was charged Friday with operating a vehicle under the influence of alcohol and/or drugs and was cited for improper backing and nuisance operation.
Around 11:20 p.m., an officer on patrol observed her in a southbound car at Detroit Street and Sandusky Avenue which was stopped well past the painted stop bar.
She abruptly backed the car up well north of the stop bar before peeling out to head south. The officer initiated a stop in a parking lot west of the intersection.
The officer detected an odor of alcohol while talking with her, but Ms. Rosebrook claimed she had not consumed alcohol.
Field sobriety tests indicated she was under the influence of alcohol. She declined to provide a breathalyzer sample.
Driving records show the motorist has four prior OVI convictions, officers reported.
Man found inside well house
Enrique Alfredo Membreno, 26, at large, was charged Wednesday with breaking and entering, criminal trespassing and unauthorized use of property.
He was found inside the well building at the city’s west well field, 1251 W. Columbus Ave.
He admitted to breaking into the building for shelter. He said he was originally from Honduras and was looking for work.
Officers lodged him in the Logan County Jail.
