Cincinnati a possible model for Cleveland police

CLEVELAND (AP) — If Cleveland Mayor Frank Jackson is searching for a template on how to reform the city's police department, he could look 250 miles south to Cincinnati, where inflamed racial tensions between police and the community literally set the city on fire more than a decade ago.
