Former OH state employee accused in tax scheme

CLEVELAND (AP) — A federal indictment charges a former Ohio Bureau of Workers' Compensation employee and another person with claiming more than $8 million in fraudulent tax refunds.

The indictment unsealed Wednesday accuses Don Gooch and Gerald Scott of creating a phony trust, and then falsely reporting to the IRS that the trust had withheld $17 million in income taxes in 2010. Then, according to prosecutors, they filed false income tax returns and claimed large refunds.

The (Cleveland) Plain Dealer ( ) reports that the 64-year-old Gooch had worked as a $53,000-a-year claims specialist in a Bureau of Workers' Compensation office in a Cleveland suburb until 2010, when he was accused of doing personal work on state time.

Gooch and Scott pleaded not guilty in federal court Wednesday.
