9 arrested in Shelby County sex sting

SHELBY COUNTY — Deputies of the Shelby County Sheriff's Office have arrested nine men following a two-month investigation into illegal sexual activity at Lockington Dam Park in southern Shelby County.

Acting on complaints from citizens, authorities began a strategic investigation where video and still surveillance was used throughout the park in public areas to monitor the actions of the defendants.

Arrested and charged were:

• Jeffrey Billiel, 69, of Sidney. Billiel, who served as editor for the Sidney Dally News, resigned from the position Tuesday. He faces one count of public indecency after surveillance captured him involved in sexual activity with a male in the parking lot.

• David Scott Stone, 47, of Vandalia. Stone is employed with American Airlines as a supervisory gate agent at the Dayton International Airport. He faces two counts of public indecency. Surveillance captured Stone involved in sexual activity with a male in one incident, and exposing himself in a second incident at the park.

• Michael Perando, 55, of Piqua. Perando is a former member of the City of Piqua Parks board. He also faces two counts of public indecency after surveillance captured him involved in sexual activity with a male, as well as a separate incident where he was exposing himself.

• Gerry Drees, 53, of Russia, Ohio. Drees, a volunteer firefighter with the Russia Fire Department, faces one count of public indecency after video surveillance captured him walking around inside the park without any clothes on.

• Joshua Taylor, 29, of Piqua: one count of public indecency after video surveillance captured him involved in sexual activity with a male inside the park.

• George Treon, 72, of Versailles: one count of public indecency after video surveillance captured him involved in sexual activity with a male.

• Dennis Baldwin, 64, of Arcanum: one count of public indecency after video surveillance captured him involved in sexual activity with a male inside the park.

• James Miller, 52, of Bradford: one count of public indecency after surveillance captured him involved in sexual activity with a male inside the park.

• David Murray, 51, of Sidney: one count of public indecency after he was observed masturbating while sitting in his vehicle in the parking lot of the park.

The individuals involved in sexual activity and charged with public indecency, a third degree misdemeanor, face a maximum $500 fine and a 60-day jail term. Those charged with exposing themselves, a fourth degree misdemeanor, are subject to a maximum $250 fine and 30 days in jail.

Detectives are still in the process of locating others involved in the same types of criminal activity in the park. Those individuals' names and the crimes they will be charged with will be released once they are located.

“We are very happy with the outcome of this investigation,” Sheriff John Lenhart said in a release.

“I am working with the Shelby County Commissioners and as a whole we are concerned with what has been going on in the park for years. We will work together to come up with a solution to return the park to its intended purpose.”
