Colin Lewis, 32, of 509 Walker St., was charged with operating a vehicle under the influence of alcohol and/or drugs and cited for leaving the scene of a crash, failure to control and not using a safety belt.
The officer reported he was eastbound when he observed the motorist exit T-P Lanes, 300 E. Lake and travel westbound.
The officer heard a loud scraping sound and looked in a side view mirror to see the vehicle off the north side of the road. He turned and pursued the vehicle to the 700 block of south Main Street.
Once at the jail, the motorist was placed in a restraint chair.
